Dragon Ruler sleeves from the OCG Asia "Winter Promotion 1" (2014) – a limited Konami promo that was never sold at retail.

Why so rare? The Winter Promotion sleeves were handed out in late 2014 exclusively at OCG Asia shops (Hong Kong, Singapore, Taiwan etc.) to promote "Booster SP: Tribe Force" – in random packs of 5 with three possible designs (Dark Magician Girl the Dragon Knight, Shaddoll Fusion, Dragon Rulers). Pulling the Dragon Ruler design was pure luck. On top of that, the thin glossy sleeves were mostly played with and worn out – unused copies are nearly impossible to find more than a decade later.
